No, I found it in the article “Mini-treaty means mini-progress: We expect more from Europe!” published in the on-line version of The New Federalist. Now that you asked, I did a bit of research and discovered that they got it via Google images from the British Eurosceptic Movement called “Democracy Movement“. Sometimes I think Eurosceptics even master a bit of humour.
